Depends on the config of the bios, when u start you pc, press F2 or SUPR, once in the bios check the profule of the fans in the monitor section, there's the cpu fan, chasis fan... you could use the profiles as silence or default.. those 2 will be ok, if you choose turbo or performance they will be loud

Sometimes though, there's a software of the maker that can control the fans curves, like AMD does with the crimson driver

Shiryu, it's just plugged into the power cable as an extra fan. It had four wires. I cut the yellow wire. Now have black and the Red with blue wire going into to the 12v power plug.

In that case, it will be blowing full speed
 
Rule of thumb when choosing your components is to future proof as much as you can and leave the bottle neck at the Video Card as it is easier to replace than an entire system.
