this player, in Golmud server at 1820 hours today, rammed me twice using a heli. Then got into my heli, and rammed the enemies vehicle killing us. This ass hole has got to go!!!!!!!!!!!!!!

Depends on your graphics card. I use Radeon ReLive, but for Nvidia it's ShadowPlay. Google whichever and you should be able to find out how to use it.
Shadow Play is part of of NVIDIA' s Geforce Experience, which is a crap piece of software that I don't have installed
I guess it depends on your video card.
I dont have an issue with it but it does use the GPU to record which could effect your FPS.
It was an issue when I played BF1 but never an issue in BF4.
You only need 30 to 45 seconds after he shot you to record from Shadow Play. By hitting Alt and Z simple and will not effect ur FPS
They've made it better since I've lase had an Nvidia card, so it might be worth it to install the software. That is how you can get a record of anyone suspicious and have them dealt with much faster. You could also look for the 3rd party software Bullet mentioned, but the software that came with the card will work the best with little to no performance loss.
Shadowplay and GFE are great on my RTX card, they've seriously improved it in the last couple years so if you have even a semi modern rig it should work well without issue. OBS is also a very light third party alternative that works wonders, geared more toward streamers but ignore that and the replay buffer can be configured to record the last X minutes/seconds, so I can't think of any other excuses here.
Geforce experience is still a piece of shit software. It knocked my FPS down from 100 fps to 50 fps
tried that, deleted it as there were too many hoops to jump thru just to make a screen shot, plus couldn't figure how to invoke the program while in game, no menu for hot keys
