From the wreck your squad mate is in at the beginning, it looks like he could've been attacking a vehicle that had retreated to spawn (as nothing spawns in that location), which isn't against the rules. But hard to say without seeing the full context.

I was attacking the helicopter that retreated to the base your spawn isnt your barrier of protection if you attack and go back to the spawn im not going to get banned for killing you on it. and then you attacked and its justified to kill you above your uncap then
