Not allowed to spectate on the RC2 HC server

Hey, I keep getting this error when trying to spectate the RC2 HC server.... Game disconnected: you are not allowed to spectate on this server.

I can spectate on all the other ones but the HC one. Can anyone tell me why this is or if the spectate rules changed?
