Having serious lag issues - GPU at fault?

I've been having some really terrible rubber-banding/lag issues where my ping suddenly spikes to somewhere around 1000 give or take. My ping usually is around high 20's to low 30's. The sudden lag makes it near impossible to fly a heli or drive a tank properly without crashing into something. I was running BF4 on Ultra High, I switched it to medium graphics but no bueno. My CPU and GPU temps are always in the safe zone so it shouldn't be due to thermal throttling.
My specs are: EVGA GTX 1070 Ti, AMD Ryzen 2700, with 16GB RAM.
I put together my gaming set up last Winter so all the parts are a little over a year old.
This lagging issue hasn't been happening forever, it started a few (2-3ish) months ago.
I ran some benchmark testing (Unigine Heaven) but tbh it hasn't done me much good because I couldn't find other data from similar setups to compare with.
I looked up some BF4 rubber-banding/lag solutions but hasn't helped either.
What do I do? Do you have any recommendations for testing I can do to see where the problem is coming from? Do you suspect its GPU or internet related?
I can post a vid of some lagging moments in game if that helps.

My first suggestion would be to downgrade your drivers to a driver from 4-5 months ago. I find Nvidia drivers wonky and have had to do this on numerous occasions.

Ive had similar issues. I've also had those issues that are drastically effected when shadowplay is turned on.

My first test would be to run the game with shadow play off. Then downgrade your drivers and run the game with both shadow play on and off.

I had a huge spike today that lasted for what felt like 3 seconds. I thought the game was going to crash but it didnt. Not sure what the problem was but its the first one Ive had in a long time.

Let me know if it works.

I tried a couple previous driver version, right now I have version 441.66 and I completely uninstalled GeForce Experience to see if it would help.
No improvements tho :(

Update - was trying some troubleshooting, entered safe mode with internet, stupid microsoft isnt recognizing my network adapters, I cant do shit without logging in to my microsoft account. Im so fucking angry at Miscrosoft, EA, Nvidia, and fucking technology. Now I need to find my USB with my pirated copy of windows installer so I can get the set up screen lol. FUCK YOU MICROSOFT. Rant over, thx.

I figured it was a network problem.
 
yeah....i did some ping testing and some of them give me 'request timed out'. Gotta do some more digging I suppose. Good news is I managed to log back into my computer (yay)
 
Do a DDU before anything, that software uninstall every driver you got, try fresh clean before attempt to reinstall Windows....

When you reinstall the drivers,

go
chipset
usbs
net framework 3.5,
audio,
Bluetooth,
wifi/network,
the last driver should be gpu, always

Hopefully will be all good
 
Thx for the tips Shiryu. I'll try that first thing tomorrow. Its 2 am here and all this failed troubleshooting is making me dead tired
 
Gald you narrowed it down. My old MSI morther board had a "gaming optimization" setting that I didnt even realize was on. Long story short, it did the opposite of what it claimed and dropped packed all day long. Took me months to figure out what what going on. Uninstalled and games went back to normal. :mad2:

Yeah they used to basically just boost the voltage, which can actually make your CPU perform worse if you're not also overclocking. That's why undervolting is a thing.
