Creating A Forum

I'm not sure if this is the right category to post in, but I have been digging this Forum in terms of the layout and attention to detail, as well as designs. My questions is how can I make a forum somewhat like this for my business? Would be nice if it's free to create, but I doubt it.

Websites in general cost money to keep the URL alive.

Also, for someone to design a website similar to this would cost a good amount. Definitely not free.

All depends on who does it.
